• In March 2004 Mr. Mei allied himself to Tianjin Winners Law Firm, mainly engaged in civil and commercial legal services, including legal services of real estate, company, guarantee and bank, and focused on law research of these professional fields. He offered legal services to Sino-Ocean Land, COFCO Real Estate, China Overseas Property, CIFI Real Estate, Hydron Real Estate, Samsung Electronics, Tianjin Ziya Circular Economy Industrial Park, CTNE S & T Development and a number of large enterprises. In addition he presided over and completed a number of major real estate mergers and acquisitions and cooperative development projects such as Tianjin South Station Business Center transfer project, transfer project of TEDA Citizen Plaza Phase II under construction, Tianjin Liuwei Road cooperative arrangement and development projects, office transfer project of COFCO Real Estate, transfer project of Tianjin International Financial Center, transfer of HaiYi International Centre, transfer project of a residential land in Tianjin Wuqing District, PPP project of first-class highway in Hebei Luan County and ten dozens of large projects. He also undertakes major real estate research projects, including land consolidation and primary development, real estate mergers and acquisitions, real estate tax and commercial housing sales and other thematic studies. Participated in the drafting and discussion over Tianjin Property Management Regulations, Tianjin Real Estate Transaction Ordinances and other local norms.

• From July 2000 to August 2002 Mr. Meiworked as a legal consultant in Tianjin Electric Power Company, where he handled a large number of litigation and non-litigation cases for the company; he also drafted many internal rules and regulations for the company and accumulated some experience in legal practice.
• In 2004 Mr. Meijoined Winners Law Firm and is now a partner and director of real estate investment business department. He is also responsible for the management training.
