2009-2010 Fostering Environmental Law Business 

I. Winners Law Firm was commissioned by the Administrative Committee of Tianjin Economic and Technological Development Zone (TEDA) to assist in the preparation of the regional lowcarbon economy promotion platform- “TEDA Low-Carbon Economy Promotion Center.” Winners Law Firm has served continuously for 10 years since assisting in the establishment of the Low-Carbon Economy Promotion Center and has participated in a number of international cooperation projects such as the European Union Switch-Asia Industrial Symbiosis Project, the French Carbon Accounting Project, and the Central European Environmental Governance Project. 

II. Opening of the four-year EU Switching Asia Project-Binhai New Area Implementation Industrial Symbiosis and Environmental Management System Project, Winners Law Firm provided full legal services, responsible for the research and application of the domestic legal and policy provisions of the project, research on the theory and practice of foreign regulations and policies, Policy theory and practice research, making annual legal policy report, and entering into business practices with technical personnel to investigate the implementation of legal policies and needs. 

2011-2012 Developing Environmental Legal Business 

I. Assisting in the establishment of the first carbon emissions trading institution in China, the Tianjin Emissions Trading Exchange. Winners Law Firm also provided perennial legal services and provided support in terms of trading structure, trading methods, and contract production. 

II. Providing legal services on research of Ecological City Indicator System and its decomposition index for Sino-Singapore Tianjin Eco-City. 

III. Entrusted by TEDA Low-Carbon Economic Promotion Center, Winners Law Firm provided legal and policy advisory services for the reuse of waste packaging waste. 

IV. Participating in the government research project of TEDA Resource Comprehensive Utilization Project; Providing legal service for the strategic cooperation project of polypropylene ethylene circular economy industrial chain industrial enterprises. 

2013-2014 Diversification of Environmental Legal Business

I. Winners Law Firm was formally entrusted as a perennial legal adviser by the Tianjin Environmental Protection Bureau. At the beginning of the contract, Winners Law Firm environmental business team was entrusted to make the "Guidance Manual for Environmental Impact Evaluation and Approval" for the Tianjin Environmental Protection Bureau, providing basic operating standards and legal approval basis for personnel of the Tianjin Environmental Administrative Approval System. 

II. Winners Law Firm has been commissioned to conduct compliance reviews and issue legal compliance reports on forest certification activities in the China and Hong Kong offices of the International Environmental NGO Forest Management Committee(FSC). 

III. Acting Tianjin Sanhuan Chemical Co., Ltd. filed an administrative reconsideration with the district government of a specific administrative act made by a district Environmental Protection Bureau in Tianjin, prompting the district government to revoke the decision of the Environmental Protection Bureau on administrative punishment. It also prompted the district government to negotiate with the company on the issue of enterprise demolition compensation, and finally reached a successful demolition compensation agreement and implemented it. 

IV. Lawyers Li Haibo and Shen Jinzhong successively participated in the deliberation of the Supreme Court's "Draft Judicial Interpretation of Environmental Public Interest Litigation" and participated in the consultation meeting of the Supreme Court's Environmental Trial Division and the National Legal Association. They all proposed amendments. Several of the opinions were taken into account in officially published judicial interpretations. 

V. Lawyer Shen Jinzhong participated in the drafting and revision of the Tianjin Air Pollution Prevention and Control Regulations and the Tianjin Water Pollution Prevention and Control Regulations. 

VI. Winners Law Firm cooperated with TEDA Environmental Protection Association, they jointly conducted systematic environmental management training for EHS managers of enterprises, involving VOC, hazardous waste, environmental risk emergency response and other legal provisions and policy trends. 

VII. Winners Law Firm provided legal services for energy-saving renovation projects such as large-scale equipment renovation, cold heat pump system renovation, and energy-saving lighting system renovation. VIII. Due to the specialization and diversification of environmental law business, Li Haibo was elected as deputy director of the Environmental, Resources and Energy Professional Committee of the National Law Association.

2015-2016 Characterization of Environmental Legal Business 

I. Winners Law Firm provided capacity-building and promotion project for environmental law enforcement personnel of Tianjin Environmental Protection Bureau, identifying legal risks and providing legal opinions through administrative punishment case reviews, talking with environmental law enforcement personnel, training and expert seminars. Introducing lawyer service to enhance local government environmental administrative law enforcement awareness and ability and providing a new path for environmental lawyer business. 

II. Winners Law Firm provided the TEDA Environmental Protection Bureau with a review of environmental administrative penalty cases in 2014 and 2015, and carried out the legal evaluation project of the environmental administrative penalty case of the Tianjin Xiqing Environmental Protection Bureau in 2015 and the Environmental Protection Bureau's Administrative Punishment Case Evaluation Law Service of the Tianjin Airport Economic Zone City Administration. The project work includes the legal basis of compliance review, file combing and quantitative analysis, and finally the use of large data to complete the Environmental Administrative Punishment Case Analysis Report. 

III. Winners Law Firm developed a special training product entitled "Tianjin 812 Accident and How the Environmental Protection Departments Operate in accordance with the Law" to provide special training to the environmental protection directors and legal personnel of all districts and counties in Tianjin, and also provided special training for the four environmental protection bureaus in Tianjin and other provinces. Playing a positive role in raising the awareness of environmental protection departments to perform their duties in accordance with the law. 

IV. Winners Law Firm was entrusted to carry out a comprehensive analysis of the responsibilities and existing problems of the relevant management departments of Nangang Industrial Zone in the management of hazardous chemicals, and put forward countermeasures and suggestions for improving the environmental management system of hazardous chemicals in the industrial zone. 

V. Winners Law Firm was invited to Inner Mongolia Alxa League Environmental Protection Bureau to conduct compliance assessment of environmental law enforcement and environmental management issues in the Tengger Desert pollution incident, and put forward suggestions for improvement. This is the first time that Tianjin lawyers have been invited by the Environmental Protection Bureau to provide legal advice for the aftermath of major environmental pollution incidents. 

VI. Entrusted by the Research Center for International Standards and Technical Regulations of the General Administration of Quality Supervision, Inspection and Quarantine, Winners Law Firm carried out project of import Food Safety Supervision Enforcement Effectiveness Assessment. 

VII. Winners Law Firm provided legal advisory services to the wind energy professional committee of the China Renewable Energy Society for renewable energy and thermal power games, including case legal analysis, government information disclosure application, administrative reconsideration application, and environmental public welfare litigation research.

2017-2018 Extension of Environmental Legal Business 

I. Since the disposal of hazardous waste may constitute a criminal offence, Winners Law Firm was entrusted to provide legal advisory services to a company for the emergency treatment of hazardous waste. Enterprises take the lead in making environmental legal compliance judgments, and clarify the responsibilities of all parties through the legal compliance emergency treatment services provided by lawyers. The risk of civil, administrative and criminal liability is greatly reduced. 

II. Construction of township sewage and household waste treatment facilities in Xinjiang county government. This project is the application of the model of cooperation between the government and social capital in the field of the environment and the opening of a working model led by legal services and coordinated by other third-party agencies. 

III. At the invitation of He&Partners Law Firm, Winners Law Firm provided law enforcement personnel of Changshu City Environmental Protection Bureau with a two-day legal training service to enhance environmental law enforcement capabilities. For the first time, the Winners Law Firm environmental business team has provided specialized legal services for environmental law enforcement personnel across regions as a technical exporter, opening a new model of "professional" and "resource" cooperation. 

IV. Environmental, Health and Safety Production Management (EHS) Compliance Review Project. It is the first landing project in the Binhai New Area to implement the "Environmental Housekeeping" plan, intending to make compliance judgments on the company's EHS management behavior through legal and technical review. 

V. Entrusted by Tianjin Ninghe District Environmental Protection Bureau, Winners Law Firm acted as agent in the first and second instance litigation case of Zeng Xiangtao with Tianjin Ninghe District Environmental Protection Bureau, including the traditional legal representation business. And before the court session, Winners Law Firm organized a mock court, training administrative law enforcement personnel appearing before the court, so that client know the legal risks of litigation. 

VI. As a founding unit, Winners Law Firm established the Green Park Research Institute of Guokai (Tianjin) jointly with low-carbon centers and other units. The Green Research Institute will act as an innovative experimental platform to transform China's green economy model and sustainable urban construction, filling the gap in the field of green development research in industrial parks. 

VII. Entrusted by Anhui Zhonghong Oak Plastics Co., Ltd., Winners Law Firm acted as agent in the hearing of environmental administrative punishment case. Lawyers provided hearing applications, evidence and agency opinions preparation, and case communication with the local environmental protection bureau, finally the environmental protection bureau made a decision not to punish the company. 

VIII. Entrusted by a chemical company, Winners Law Firm acted as defendant's Agent in a civil environmental infringement case of dumping waste acid pollution, providing full process services, the case is still in the process of trial.

2019-  Key Layout of Environmental Legal Business

I. Acting as an agent for the hearing of environmental administrative punishment case between the ALBA Shanghai Automobile Recycling Co., Ltd. and the Shanghai Baoshan District Ecological Environment Bureau, lawyers of Winners Law Firm analyzed the illegal facts of the case, on-site investigated of the company's environmental management, attended at hearings, and effective communicated with the Ecological Environment Bureau and provided other legal services. In the end, the Environment Bureau made a decision to not punish and mitigate the punishment. 

II. In cooperation with LexisNexis, Tianjin Environmental Protection Products Promotion Association and other institutions, in the first half of the year, Winners Law Firm held a number of training sessions on different topics of environmental legal risk management for manufacturing enterprises, third-party service organizations, corporate leaders, and enterprise EHS personnel. And Winners Law Firm also published the "Analysis Report on the Environmental Legal Compliance Status of Manufacturing Companies" and other documents. 

III. Winners Law Firm has become a perennial legal adviser to the Tianjin Environmental Law Enforcement Corps. The legal services cover the full process of law enforcement evidence collection procedures, case factual composition, case review, and hearings. 

IV. Winners Law Firm was the winner of the Tianjin Ecological Environment Bureau litigation agency project, serving the annual environmental bureau litigation first instance, second instance and other cases. 

V. Winners Law Firm provided ecological environmental damage compensation work for environmental departments such as the Municipal Bureau of Ecological Environment and the Ecological Environment Bureau of Xiqing District, including drafting normative documents for ecological environmental damage compensation, training in normative documents, participating in consultations on ecological environmental damage compensation, and acting as agent for ecological environment damages litigation. ……
